Happy Holidays to you and your family! I hope this season brings much joy to you and your loved ones.
As we come to the last few weeks of the year, I want to thank our community for the honor of continuing to serve as your state representative for the next two years. Making sure that you have a voice in Springfield remains an immense privilege, and I’m looking forward to continuing to work hard for our community as the new 104th General Assembly convenes in 2025.
To that end, my office and I would very much appreciate your taking the time to complete our district’s annual legislative and community survey. Paper copies will be arriving in the mailboxes of all households in the 41st District in the coming days. You can also fill out the five-question survey at RepYangRohr.com/survey2025. The responses that you provide set the priorities for how my office and I work on legislation, negotiate budgets, and plan district events, among many other activities.
In this newsletter, I’ve provided a peek into some of the legislation that I’ve begun working on for the new legislative season. These ideas have come directly from past survey responses and other feedback we’ve received from you. In addition to the survey, please always feel welcome to share your ideas at any of our upcoming events or by contacting me directly.

2025 Legislative & Community Survey
As your state representative, I want to do my part to make sure you can secure a bright and secure future for you and your families. Help me create a better legislative agenda in Springfield by filling out our district’s 2025 Legislative and Community Survey.
Your responses on past surveys directly affected legislation and policy in Springfield. Because of your voice, we provided more funding for our schools and to those with developmental disabilities; we saved for our future and lowered fees and taxes for families.
There is always more work to be done. With your help and input, I look forward to working together to build a stronger community and a better Illinois.

104th General Assembly Preview
My office and I have been working throughout the last six months on new legislation sourced directly from community members, students, small businesses, and many other organizations and stakeholders. As the new 104th General Assembly starts up on January 8, 2025, I anticipate we’ll see much activity around areas like supporting students and schools, erecting guardrails around artificial intelligence, protecting our environment, and bringing down costs of living.
You can see some of the legislation already filed below on the 103rd GA site. (Filing early helps to start the legislative and negotiation process.) These will be filed under new house bill numbers when the new 104th GA begins. You can see the beta site where new legislation will be filed at beta.ilga.gov.
HB5919, Prohibit E-Filing Fees – Eliminates hidden, additional fees to e-file Illinois state taxes.
HB5921, Digital Coupons – Requires grocery stores offering digital coupons to make available corresponding paper coupons.
HB5923, Mobile Panic Alert Systems – Requires public schools to implement mobile panic alert systems to connect to first responders.
Winter Open House
Every year in December, we turn our monthly Coffee & Conversation into a Winter Open House. Join our office and constituents from across the 41st District to celebrate all that has been accomplished this year, enjoy some coffee and treats together, and chat about what’s to come in 2025.

Coffee & Conversation with the Fire Chief
Please join me on January 25, 2025 for a special Coffee & Conversation with my friend, Naperville Fire Chief Mark Puknaitis.
The Naperville Fire Department recently celebrated its 150th anniversary! We’re excited to celebrate with them and also to chat with the community about the ways in which the state has partnered with our first responders like the Naperville Fire Department. There will be much going on in Springfield, too, so whether you have specific topics or just want to listen, please feel welcome to join us.
